This study Title: “Mobile Communication and AI Integration and Its Relevance in Ewulu
Community Empowerment & Engagement” explores the role of digital technology in fostering
participatory governance, economic opportunities, and social inclusion. Grounded in the Uses
and Gratifications Theory, the research examines how digital platforms enhance community
engagement, the effectiveness of mobile-based forums in community development, and the impact
of AI-driven strategies in optimizing digital participation. A descriptive survey research design
was employed, focusing on rural areas in Nigeria, precisely Ewulu Community and its environs
such as Abah – Unor and Nsukwa Communities all in Aniocha South Local Government Area of
Delta State. Ewulu surveys, key informant interviews (KIIs), and focus group discussions (FGDs).
Reliability was assessed using Cronbach’s Alpha, ensuring a coefficient of 0.7 or higher for
consistency. Findings revealed that digital platforms significantly enhance community
engagement by improving participation, information access, and collaborative decision-making.
Mobile-based community forums were found to increase digital tool effectiveness by enhancing
accessibility and fostering inclusive decision-making. Additionally, AI integration optimizes
digital engagement strategies by refining user experience, enhancing analytics, and increasing participation in digital initiatives. The study concludes that while digital platforms present
significant opportunities for community development, challenges such as digital literacy gaps,
misinformation, and inadequate infrastructure must be addressed. Recommendations include
expanding digital access, leveraging mobile-based forums, and integrating AI-powered
engagement strategies to foster inclusive and sustainable digital participation. These findings
provide a roadmap for policymakers, community organizations, and stakeholders to enhance
digital engagement for community development.
